Breeders - who has to register?

Breeders of dogs and cats for sale must register with the Dog and Cat Management Board, if they are not a registered breeder with Dogs SA or the Feline Association SA or the Governing Council of the Cat Fancy.

The requirement to register as a breeder applies even if no active steps to breed from your pet were taken or you don’t know how your pet conceived, if you intend to sell the animal.

Breeder registration is required in any financial year that you sell dogs or cats that you have bred, and exempts your dogs and/or cats from desexing requirements. If you are no longer registered as a breeder (and no other exemption applies) then you must desex your dogs and cats.

If you give the animal away for free, but require an exchange of services or goods, then you must register as a breeder. If you give the animal away free, and receive nothing in return, then you are not required to register as a breeder.
