Dog and Cat Management (Breeder Reforms) Amendment Act 2025

New Laws – Commencement of the first stage legislative amendments

The first tranche of amendments of the Dog and Cat Management (Breeder Reforms) Amendment Act 2025 came into effect on 17 November 2025. 

Key changes include:

  • Increased penalties for dog attacks and offences

  • New directions making power to support compliance activities

  • Removal of greyhound muzzle requirement (learn more on the Greyhounds page)

  • Modernising provisions for dog and cat management plans

Amendment Act

The Dog and Cat Management (Breeder Reforms) Amendment Act 2025 was passed by Parliament on Wednesday 18 June 2025.

The Amendment Act includes key reforms to increase penalties for dog attack and safety offences, introduce breeder licensing, amend powers and functions in relation to cat management, and improve the operation and administration of the Dog and Cat Management Act 1995.
